Traffic Access Management (TAM)
The CMRPC wants to use the Westboro plan, when completed in Spring 2010 as the example for Holden.

Considerable discussion ensued over the issue of the boulders currently separating Ann Street and Birchwood Drive. The Town DPW wants to remove the boulders, at least during the winter, to facilitate plowing. The presence of the boulders also creates a public safety issue (emergency vehicle access). There is a dispute over who actually owns this section of Ann Street. Two abutters paid to pave a section of the street to benefit their properties and feel that this gives them ownership of the road (or at least that section).
The following motion was made and seconded:
Endorse the DPW's plan to open Ann Street during the winter months to facilitate plowing, by removing the existing boulders, leaving the 'Dead End' signage in place. The boulders will be re-instated in the spring at the DPW's discretion, based on weather.
Approved 5-0.
